Best AI tools for making short-form video
Which AI tool fits depends on what you start with. If you have a long recording, a clipping tool will pull out the short pieces. If you have a script, an avatar tool can present it. If you have nothing yet, a generator can make clips from a text prompt. This guide sorts the tools by that starting point so you can pick one quickly.
Pricing and limits change often, so the notes below only describe the pricing model. Check each tool's official site for current plans.
Start from a long video: clipping tools
Many short videos begin as a podcast, a webinar, a stream or a talk. Cutting those by hand is slow, so clipping tools do it for you.
OpusClip looks through a long video, picks the strongest moments and turns them into vertical clips with captions. It is freemium. The picks are a starting point, not a final edit. Watch each clip, check that it starts and ends cleanly and make sure the captions are right, especially for names and technical terms.
Descript takes a different approach. You edit the video by editing its transcript, so deleting a sentence from the text removes it from the video. It also has tools for removing filler words and cleaning up audio. It suits people who want more control over each cut than a fully automatic clipper gives. It is freemium.
A sensible workflow is to let a clipping tool find candidates, then refine the ones you like in a transcript editor.
Start from a prompt: video generators
Generators create new footage from text or still images. They are useful for b-roll, abstract backgrounds, product mock-ups and visuals you could not easily film.
- Runway generates video from text and images and has editing tools for existing footage. It is freemium and widely used by creators and filmmakers.
- Pika makes short clips from text prompts and images, with a focus on playful effects. It is freemium.
- Luma Dream Machine creates clips from text and images and aims for realistic results. It is freemium.
Generated clips are short, so they work best as one shot in a longer edit rather than a whole video. Results vary between prompts, and you will usually need several tries to get a usable take. Check the usage terms of whichever tool you pick if you plan to use the clips commercially.
Start from a script: avatar and presenter videos
If you do not want to appear on camera, or you want the same message in several languages, avatar tools turn a script into a presenter video.
HeyGen makes avatar-led videos and can translate a video into other languages with lip-sync. It is freemium. Synthesia produces presenter videos with AI avatars and voices in many languages and is aimed mainly at training and business communication. Its pricing is listed as "check website" in our directory.
Avatar videos can feel stiff for entertainment content, where viewers expect personality. They tend to fit better for explainers, product updates and tutorials. Many platforms also ask you to label AI-generated or altered content, so read the rules for the platform you post on.
Start from images: slideshows
Not every short-form post needs motion. Photo carousels and slideshows are popular on TikTok and Instagram and are quicker to produce than video. If you want to turn a set of images into a vertical slideshow, a dedicated slideshow tool is often faster than a video editor.
How to choose
Ask three questions.
What do you already have? Long footage points to a clipper. A script points to an avatar tool. An idea with no assets points to a generator.
How much control do you want? Fully automatic tools save time but make choices you may not like. Transcript-based editors take longer and give you more say.
How will you use the result? Client work, ads and monetised channels raise questions about licensing, disclosure and brand fit that a hobby account does not face.
A simple workflow
One setup that works for a solo creator:
- Record a longer video once, for example a tutorial or an interview.
- Run it through a clipping tool and keep the three or four best candidates.
- Tidy each clip in a transcript editor: trim, remove filler words and fix captions.
- Add generated b-roll where the talking head gets repetitive.
- Export in vertical format and write a different hook and caption for each platform.
This gives you a week of posts from one recording, and the human work goes into choosing and polishing instead of cutting.
What to check before you publish
- Captions. Automatic captions are good but not perfect. Read them through.
- Audio. Short-form viewers often watch with sound off, but the ones who turn it on will notice bad audio quickly.
- Disclosure. Follow the platform's rules on AI-generated content.
- Rights. Make sure you have the right to use any music, footage and faces in the video.
- Hook. The first second decides a lot. AI can cut the clip, but you should write the opening line yourself.
